A emissão do documento compete à autoridade sanitária.

Finding out that the property requires adaptations after the renovation has already been completed can result in additional expenses and delays in opening the business. Sanitary planning helps identify these needs in advance.
Choosing the property, defining the layout, and purchasing equipment are important decisions for any business. However, one question should always be part of this planning process: is the space suitable for the activities the company intends to carry out?
For establishments subject to health surveillance requirements, this assessment may involve the Technical Evaluation Report, known in Brazil as the LTA (Laudo Técnico de Avaliação).
The LTA is a document issued by the health surveillance authority as a result of the evaluation of the physical project of certain establishments whose activities are of interest to public health.
When approved, it indicates that the authority agrees that the project is suitable for its intended purpose, and it may include specific conditions or requirements.
Whether an LTA is required depends on the activity performed, the classification of the establishment, and the rules applicable in the municipality.
In the city of São Paulo, for example, the municipal government states that the LTA has been replaced by the Physical and Functional Compliance Declaration (Declaração de Conformidade Físico-Funcional – DCFF).
Therefore, identifying the correct procedure is the first step.
A property may appear ideal and still require adjustments to accommodate the intended operation.
The layout of the areas, equipment, storage conditions, and the flow of people and materials should all be considered during the planning stage.
Assessing these requirements before construction or renovation work begins makes it possible to incorporate the necessary adaptations into the project and reduce the risk of rework.
Companies that are already operating must also assess proposed changes. São Paulo State Ordinance CVS No. 10/2017 provides for a new assessment and the issuance of a new LTA in cases involving expansions, renovations, or adaptations, within its applicable scope.
The LTA does not replace the health license, which is part of the regulatory process required for the establishment to operate.
Support with the LTA process is one of the services offered by Wissen Consultoria.
Depending on the characteristics of the business and the contracted scope of services, we can assist with identifying the applicable procedure, organizing the required documentation, reviewing information regarding the activities to be performed, and monitoring the process and any requirements issued by the competent authority.
Together with the qualified professionals responsible for the project, this work helps align the company’s operational needs with applicable health surveillance requirements.
The document itself is issued by the competent health authority.
